You have to send you tokens first. I you did it, check your network status, maybe you are on forked blockchain.
I don't see any transactions in my wallet with the details you are providing i.e. 760 Qora to withdrawal.
Now, there is only one withdrawal request for 63.004 Qora
And it really painfull to work with Qora network, it's stacks after every transactions, so a have to redownload blockcain every time i send Qora
