Croatia would need to win, ideally by a 1 goal margin. Then that would mean that Cameroon would have to win by at least two goals to ensure that Mexico go through instead of Brazil.
It is possible but pretty unlikely. I don't doubt that Cameroon can get something against Brazil, but for everything else to occur is a big shout.
I think that in case that Brasil lose from Cameroon even draw is enough for Croatia to take 2nd place
