Well you're touching upon a not exactly bright chapter in UNO's history. The previous dev team - which turned out to be more or less Wolong's crew - made some modifications to UNO, those resulted in faster block times.
What update was that, I don't remember a fork. It's ok to say kgw added 'just because'. This update erases a huge part of un's personality to me.
You'd have to ask one of the devs for details. I'm basically just adding up clues here. Maybe I should have made that clear.
Fact is UNO blocks have been running at faster than 3 minutes for quite a while now. Just looking at a block explorer will show that. Whenever I checked I was getting an average between 1-2 minutes, sometimes faster. That means UNO was actually mined and distributed much faster than originally intended. But that cannot be changed now. As for the blame. Bryce and Blazr2 said they'd "restore" the previous 3 minute block time. So I just came to the conclusion the developers that had control of the coin after Blazr2 handed it over and before he returned would be responsible for that.
As for KGW - I have no real opinion on that. Was it needed? Bryce and Blazr2 seem to think so. Why? You'll have to ask them.
