I am trying to build a private pool for SFR. But I can't connect the rpcport. I have set the rpcport to 19710 inside the conf file. I try to telnet port 19710, it shows connection is refused. I can also always successfully telnet port 19717 which is the p2p port. I am using Windows wallet 1.3.2 which I got from your website at

Why are you using the windows wallet for a pool? Download the saffroncoind daemon from
http://github.com/saffroncoin/saffroncoin .
Compile that and run the command - saffroncoind -daemon .
Only then will the server listen on port 19710. Also make sure this port is allowed in your firewall.
No it does listen. Add port 19710 through your firewall. I do not know why do you want to use a windows QT wallet for a pool. Just run the saffroncoind daemon from your command prompt. Do try this and let me know your output.
It is also best to setup any kind of pool on Linux. If you have a linux system, best to try on that.
The only reason i can think of port 19710 is being blocked by your system is due to your firewall or router. If you have a router, you need to do port forwarding for this port.
