I'm just gonna say NO!
I've been using C-cex for months.  I was there when the scam took coins from them.  They have been great!  The coins that were taken have been slowly returned - yes it will take awhile - but the C-cex folks have been nothing but above board about the whole thing.  When they could have cut and run - they did not.  
The site is great to trade at - love the interface.
Do they have enough volume?  No - but give it time.
"Those exchanges only dump and kill coins"  - umm - NO!  GRC has been there for half a year - it's not dead.  If a coin dies - it is not the exchange.
