follow this steps:
1. Installed Java 8
2. run NIS & wait
3. run NCC
4. went to: http://localhost:8989/ncc/web/index.html
5. when logged in, started the node by -> Boot local node?
I cant creat wallet

I had the same issue. Restart your pc and do it again. It worked after that.
