The next (and I would guess last, though this is unconfirmed) block halving is July 19th/20th. So I would guess by end of July maybe?
PoSV will give rewards similar to other Proof of Stake coins (Peercoin, Novacoin, Mintcoin, Blackcoin, etc...) but will calculate the reward/coin age differently. I don't know that details have been 100% confirmed.
