Because "Europeans" (whatever that even means) don't have VISA and Mastercard? Sounds very strange to me. A few countries on the continent (if that's what it means) had their own systems and VISA had trouble penetrating those markets, but that was a few years ago and now I would say it's as ubiquitous as everywhere else. (Which may not mean much of course, if you look at underage for example, but the statement is so general it's hard to know what's meant.)
