U should "force" high difficulty like 10 at the beginning or do better diff change algo. In cases like that how we can call it fair start ?

Why would that help them ? It will be just hard to solo mine but mining with pools will be the same as it is now
it will help them beacuse small miners can't mine at 1k diff, and no, we cannot all rent
