we are going for 90% CDF
maybe its normal for you guys 
this is my first 90% CDF block I have had more then 50 of them.
Pretty much by definition, 1 in every 10 blocks should be a 90% CDF block, so you just joined at a lucky time.
not sure if 1 in ten should be 90% but they come often enough that you may be correct about 1 in 10. (I do not know the exact definition of CDF)
As an aside we are at 1250 th that means about 10.4 blocks a week or a block about every 16 hours
