I am not sure of the specifics on how this would be managed and how the notion of ownership is retained by original developer should there be a fork - perhaps someone better placed maybe able to advise.

At the moment, it would seem that iCoin is without any active committed development; looking at https://github.com/captainhooks/ICoin, the last updates made there were four months ago for the KGW implementation.

In relation to other aspects of iCoin, the first post of the announce is significantly out of date and there has been no activity on social media since April 23 with the announcement of the IPO. Looking at the links for the websites, these both appear dead. So in considering this, there already exists some established infrastructure with some of this offline at the moment. It could be worth collaborating with the original developer to allow transfer and reuse of those assets, if so desired.

While there does still appear a small community behind this who check in on an infrequent basis and there is still some limited activity with trading and mining, it would take a strong lead to be able to get the rest of the community to stand up and take notice.
