On 1.9.5.2, I get the following error: "LIVEAY32.dll is missing.." On 1.9.5-windows-2, it runs fine.
search for LIVEAY32.dll in this thread and you will find the answers.

So you just need to install the latest openSSL such as the following:
http://slproweb.com/download/Win32OpenSSL-1_0_1h.exeBTW, just in case there is any confusion, yes you need the 32bit version on 64bit Windows. The wallet is compiled against the 32bit OpenSSL library.
