I see different timeout recommendations in almost every thread..the only one that is constant is 40....but that seems to be the worst chip timeout of all..at least for the clock speeds and output I am looking for...

I've been curious about that as well, and have tagged the timeout variable for additional research. What timeout have you been using on your machines?
I am experimenting between 37-39 right now and 39 and 38 seem to give the best output so far...hard to tell in less than 48 hours...it seems some boards can handle 38 timeout better than others...not sure if we can use decimals like S3 but I don't see why not..also with some timeout hashrate starts high but drops after a day or vice versa..not sure if that is just a flaw in the firmware overall...
All units have .5 or .6% reject
At the standard frequency, my S2 slowly clocks down to ~950 in 24 hours. After underclocking it to frequency 193 it immediately levels out at ~ 975 in a few hours, and is more resilient to rebooting or restarting cgminer. I've not changed the timing, but would be happy to test them out with you if I could assist. That said, these machines are very unlike the S1's (finicky to say the least) and what works well with one may not work well on another.
