But... there isn't much OC for sale holding the price down and I have noticed bots have been playing at bittrex.

OC is a nice buying opportunity.

People seem to be dumping this coin, or is there a WHALE that does not want this coin to rise JUST YET?

Dumping? Just checked, there's no dump volume for last few hours to speak of. Most sold is 40k in one shot.
