It wasn't booting up. I think I unintentionally gave it electro-static shock damage when I opened it up after a general power failure (it was the only miner that didn't immediately restart). I found out later that the Enermax PSU has some sort of cool-down period (quite a long one) and maybe if i had just left it alone it would have come right by itself.
