99% of pools are updated.
Following is my opinion on rollout of RC4.
With RC4 pools don't need to update their stratum servers, just update darkcoind.
(Some pools need to change 1/10 to 1/5)

Yes. They obviously don't want to pay the proper amount, but at the same time they know that they soon wont have a choice so are making sure they know how to update when they have to, to avoid all their miners jumping down their throats when enforcement occurs and they aren't ready.
