For example I haven't been able to find any article about solar lighting in those cities no matter how hard I tried. Absolutely nothing.

Again , there is no such thing as this "project love" happening in Egypt.

They all look like made up stories.

Rather than asking why those project were posted prior to 2012 and trying to avoid the questions how about you point to a few articles about:
-street illumination with solar panels in cairo awarded to a company for 3.8m$
-so called project "love".
