If he really wants then he can move it easily higher to 3000sats, then put a support of 10BTC at 3000 sats, and start selling the cheap coins that he is buying now at 4000 sats.
Look at the order book, this is what's happening now 
A good pump is very easy and doesn't cost to much money.
Put 1BTC at 1800sats
Put 0.50BTC at 1850 sats
This will result in people adding some buy orders too. This will move ICB to 2000sats
then he have to put 1BTC at 2000sats and of course leave those 2 other buy orders in the game. By doing this it will push the price to 2200sats
again another 0.50BTC buy order at 2200sats and it will move it up to 2500 sats, and this only with 3BTC in buy orders and most likely nothing was bought, so he move the price up by 25% without investing anything
