That's just nitpicking on the definition of efficiency. While that statement might make sense from a pool operator's point of view (roll-ntime + difficulty 5 => 5 times more hashrate with the same network traffic), it certainly doesn't from a miner's point of view.
There is no 500% performance bump, just a little less network traffic.
