Thanks for the above suggestion but it did not correct the situation, I will now try redo the blockchain from scratch and see what happens.

Maybe your problem is a/some file/s in the %APPDATA%\CinniCoin folder, try this :
1) backup your wallet.dat in safe place
2) delete %APPDATA%\CinniCoin
3) Launch CinniCoin-qt
4) Just wallet is open, close your wallet
5) Restore your wallet.dat into %APPDATA%\CinniCoin
6) Copy bootstrap.dat file into %APPDATA%\CinniCoin
7) Launch CinniCoin-qt and wait import is finished
