It will never use exactly 100% as other services are always running, but if you are using all cores it should show up as using probably 90-99% in your system monitor. High-end CPUs have performance to spare and will use a greater portion and vice versa. You can also force how many cores (physical/logical) are used with e.g. "setgenerate true 8".
