I think there's a precompiled Windows version of that cgminer kicking around, I'll try to search for it.
Stock voltage is 945mV for when you do set it, BTW

I haven't forgotten about this, but I haven't found a Windows build. I'll try to get mingw all installed so I can do a Windows build sometime today.
