Lets make bounty found in cloaks , and pay all that we will be able to gather to guy/group who will find haker involved in stealling those cloaks (they should also provide evidence of guilt of that guy), so we will be able to call police to take him down.

It's an important attitude to be taken. Stealing is the worst crime and must be punished. The community has to be supportive of it's members, and be very severe against hackers and scammers.
