Wallet v.1.1 from the OP, Win7SP1 x64, .conf file in the app data, what else did I miss?

I'm not sure about windows but on *nix renaming vootcoin.conf to VootCoin.conf fixed the problem.
it is always best to name the conf file the same as the folder it's going in.
in this example, for windows, folder name is(for me at least) is VootCoin therefore i named the config as VootCoin.conf.
this works for me everytime.

I never thought about it that way but that makes a lot of sense. One of my biggest pet peeves with many altcoins is the documentation is rarely updated from the parent to the new coin.  Grin
