Exactly.

For the site itself, I am sure the owner wants people to bet as much as possible instead of wanting people to log in and make one tiny bet every day.
For the gamblers, the more you bet, the more you will lose to the site (statistically speaking, house edge % * wagered amount) and so it is fair IMO for big gamblers to get a larger share.
