It turns out that while Pandas may be nearing extinction here on earth their progenitors evolved into a master race in other solar systems. Lesser worlds think they can earn favoritism by insisting that some portion of their commerce be done in PND. In fact the only reason we're allowed to join the greater galactic community is because some PND masters have noticed how much care we have put into trying to save their inferior genetic line.
