And the Algo too we can move to X11 or just keep the X15.

If this one gonna be purely distribution based rather than mining then don't worry about the algo. You can keep x15 intact. All you need to do is to adapt some cool distribution model where everyone will be able to participate. And the Algo too we can move to X11 or just keep the X15.

Why half?
So that new comers will be able to took part. 
half would be okay so then we can grab interest from people not involved in the coin, this new coin will maintain and grow a good price (hopefully )
