If the user could filter content, that's fine, but we can't do it for them.

I think tor blocks pictures and movies because those files are too big.  This protects them from such users, I believe.  What we're trying to do is open to the full content of the internet.  We can't police what people do.  If we do, we take the responsibility for anything they do manage to do.

Giving people the ability to block access for their private home and business as can be done now, is the only way.
