Everybody wants to pump and dump but nobody wants to be a market-maker 
If the prices get pushed around and get out of line between exchanges, people will start sending FRAC between exchanges for the arbitrage, which will bring up the mining rewards   
And at these prices it's cheap to do it and get some movement going.
