lol, ok skrill is moneybookers' new version, it is a uk based company, like paypal, but unlike paypal, there is less chances of being scammed through this. But it has a downside of technical problems, which is faced by it always

Skrill allows chargebacks / fraud settlements ONLY if you paid through a merchant's web site. Kind of like the pay with paypal button popular on so many sites.
If you send someone any money through the BIG YELLOW BUTTON on the account dashboard home page, it is by default counted as a 'gift' hence non refundable.
