i am curious since there are no staff members seen and one could potentially just walk in the store and place it there while no one is looking
The average marijuana dispensary that can have tens of thousands of dollars of not only product but also money on site is not going to have staff members "not around" for anyone to waltz in and steal. This was most likely before or after hours.
For what it's worth though here is a screenshot of his visitor badge and you can tell the logos match up, looks like it is in a back office too.
I'm sure anyone skeptical could call the place up.
