Scamming is everywhere, from paypal and credit card frauds to bank frauds. Even Bitcoin is now its part. It can't be stopped. 
So what are you going to do with the known scammers here?
Is there any ruling here for those who scam people here?
We just burn them at the stake. This is the only rule.
