In June this year, the USA began to indirectly regulate most banks around the world.

The UK began putting in place regulations in 2013:

Many try to hide their non-US income from the IRS by putting money in foreign banks that have secretive services, for example Swiss numbered accounts. These types of rules have already seen banks fail.
