Nah, I have 5 mbank cards. One of them had about 500 on it and and four were basically empty. They all still got blocked.
How is possible to have a check without trying in ATM machine or POS or spending money for an online transaction?

Try entering a wrong PIN in a ATM. If the card is not blocked it will tell you wrong PIN if you try to withdraw. If it is blocked you still get "unable to perform the transaction" no matter what PIN you use.
