Yes, the blockchain's still being tended. I'll hazard a guess that the dev pre-paid for 12 months hosting. It's still trading on allcrypt but there were no buy orders last time I checked. There's a lightweight and incomplete block explorer on http://acme.minkiz.co/rlt/ (JSONRPC-based).
