Yes, they will most likely consider this to be a cash advance. One option would be to open a 2nd credit card that has a balance transfer promotion and transfer the balance onto the 2nd credit card, although you would need to pay high interest rates until the balance transfer is complete and need to pay the 3% cash advance fee.
Some credit card companies may have various promotions for cash advances but AFAIK they are not 0% APR but are still low
