i was sending about 29 CHA from my wallet to poloniex just for testing,somehow it didn`t arrive and i checked blockchain and it shows as 2 transactions of 0.0000078 btc....can somebody tell me what happened?

You should check with Poloniex. That address did in fact receive the 29 CHA, it just hasn't showed up at Poloniex yet. See http://chancecoin.com/wallet?address=1JdvYvmK57YqrhTg8UzbMJAZUsgiNWhcPv.

well,this is CHA address right?how do you explain that 0.00051559 btc then for i only send CHA? beside i couldn`t provide poloniex a txid that i was sending the coins..so tell me please what should i say to poloniex?

1JdvYvmK57YqrhTg8UzbMJAZUsgiNWhcPv is the deposit address Poloniex gave you, right? Just tell them there is CHA there that you sent. What did they say to you?

The CHA blockchain is built on top of the Bitcoin blockchain, hence any CHA transaction involves a small BTC fee.
