At first: dev announced that he will have updates this week, so it might be very possible that he will explain more about his info in OP. Maybe you wait for that, if the OP didn't convince you.

At second: I see enough "plans" in the OP to buy this coin at these prices. I sold it last week and bought back at 52% discount. That was too tempting to let go. So, for the short/mid term, I see enough reasons to buy and I really dont care about long term plans. I am a swingtrader and it might be that I already forgot Util by the time you have an answer to your questions about plans.
