The wwc network takes too many coins for transction fee. For example, a miner withdraw 13380 wwc and the network takes 80 wwc for transction fee, but we just set it to 0.1 wwc before. We're 0fee pool and can't sustain such high transction fees. So we will set the trans fee for 70 wwc per 10,000 wwc withdraw. It's not for our pool, it's for wwc network, they takes it.

 FYI: for miners, please don't trans coins frequently, otherwise you will lost coins too much.
