Is it possible now to send ROX from bittrex to bter?
best way is try to send 1-2 coins first, if they reach on Bter then you can send rest.
But don't think big risk at once.
I did this a few weeks ago when I saw my chance at bter. The coins got stuck, I opened a ticket Richie @ trex and he said the chain is dead.
