Im pretty sure its an industry norm to hand out a preroll with purchase, sometimes a medible. Every dispensary I've ever been sells joints for $5 or $7-$10 for and ones with hash.  I wouldn't really say its a loss because it's I'm the biz expenses for HCW. when I see grams for CANN going out the door it would likely be a diff story that's legit product and profit and I doubt that could sustain with a 1:1 peg. Just my observation and experience as a patient and grower for 10+ years.
