The troller users are not forbidden here , the only (absolutly) thing that is not allowed : it is the spam. So you can report him to be " a spammer" but at the end the staff can do nothing because technically he is not a spammer :

I would like to be wrong, but it is up to the staff to ban him.
According to the unofficial bitcointalk rules (listed by mod mprep), trolling is not allowed but that rule is enforced less often.
