Doesn't make sense in a push/pull config to have one fan running at a different speed than the other.
It does have sense, but I'm not good enough in english to explain.
1/ Cold air and warm air don't use same space because of it's thermal expansion.
2/ the S3 is not full close, air can flow outside by many ways, not only by the pull fan.

Because of those two points, input air flow may be different from output air flow.

Positive air pressure inside the case reduces the rate at which dust accumulates on the internal components. Not prevent it, but slow it down and prevent other holes ( ie. the PCI-e connector thru hole) from allowing more dirt in.

both valid points.  I usually build my computer rigs with positive pressure inside the case to help put the dust just at the points where the fan inputs in the case (have dust filters) to reduce the amount of dust buildup within the case.  This way the dust doesn't enter the case at cracks/vents.
