Rediculous reasoning. Harddrugs dealers can easily buy so much more than on the streets, increasing available supplies, making prices cheaper.
Allowing these black markets to trade only makes things worse and makes more people involved and in the end it all comes back on the streets. Not closing it down would attract more markets to open up shop. Don't point fingers at lawinforcers but to people involved in crimes.
