Coef is right, of course - that's a HYIP (high yield investment program), so I'd think twice before putting any money in there.
On the other hand, it's still a relatively recent program apparently, and seems to be paying for now: http://www.allhyipmonitors.com/details/raisean.com (21 monitor sites report it as paying, 9 are currently waiting for payment) - how long that will last however, is anyone's guess.
