Because it is the FAQ/Information Thread that we had PRIOR to having a wiki. Its moderated so generic trolls/morons cant fill the page with tons of nonsense.
Nowadays its probably obsolete.
Then we have the Chat thread, which of course is NOT moderated so you can chat freely.
