I mean I'm sure there is away to track those kind of things. I'm actualy certian. So if someone from a certain IP is doing that.. The Server thrown a few hour timeout period. This would have to be over 2-4 times in a daily basis.

Proxy servers, Tor, or merely disguising the outgoing IP yourself. I don't think you should be so certain
