I had the same problem because I cut and pasted their blue-gray image box and put my info inside it. Kept bouncing. So, I tried just plain text and it went through.

For now then, you may as well get level 1 verified; if you have not already. Then later on go for level 2 or 3; you should do not want to miss out on this.
It had a limit-checker box where you enter your PP email address. Mine would only let me purchase the minimum daily. No problem here. As you say, I can always up the limit later on, if and how ever they allow that. It's way too early to worry!
Typed the address out fresh but no joy even for level 1. Nevermind I'll try again once they start selling PND.
