For the Saskatoon Police, just use NA - Online as the address, and keep Saskatoon, SK for the city. Might as well use S7K0S4 as the postal code.
Explain the address (briefly) in your summary and that you're in the US.
As far as I know, you can create a GCKey for the antifraudcentre without your address, and the RCMP site allows foreigners to report.
