so if some one claims and after 4 hours comes back to find out they have to wait another two hours to claim satoshi, kind of makes it more of a hassle for them to come and check if they are up for a claim.   

I like the monitoring part, just not so sure on the whole changing rewards and time to wait here and there.  if a faucet is offering 10% and another is offering lets say 50% percent they would advertise the 50% more.  I think.
